54.
The Council may, with previous approval of the
state Government, make such modifications in the
rules and regulations made under the repealed
Act as it may deem fit for the purpose of carrying
into effect the provision of this Act and the
rules or regulations as so modified shall remain
in force till such time they are repealed by rules
or regulation made under this Act. |

55. If any difficulty arises in giving effect to the
provisions of this Act, the State Government
may, by order, not in consistent with the provisions
of this Act, remove the difficulty. |
